How do I decide what is right for me?

Broadband and leased lines are not the same product
They are usually compared on headline speed, which is the least useful difference between them. FTTC and FTTP are shared, contended services: the advertised figure is a best case, and what you get depends partly on what everyone else nearby is doing. A leased line is a dedicated circuit — the capacity is yours, the speed is the same at four o'clock on a Wednesday as at midnight, and it is symmetric.
That symmetry is what most businesses are actually missing. A typical broadband connection gives you a fraction of its download speed for uploads, which was fine when the internet was something you consumed. It is a poor fit for a business running video calls, sending large files out, backing up offsite or hosting anything that people connect to. If your connection feels slow despite a good speed test, upstream congestion is usually why.
What happens when it stops
The other real difference is what you're entitled to when a circuit goes down. Consumer-grade broadband is generally fixed on a best-efforts basis, and if it takes several days, it takes several days. Leased lines carry a defined fix time, which is a significant part of what the higher price actually buys.
Pairing a leased line with an FTTC failover covers the gap either way: if the primary circuit fails, traffic moves to the backup and the office keeps working while the fault is chased. For a business where an internet outage means nobody can do anything, that second line costs considerably less than the day it saves.
Why a static IP is on every connection
A fixed address is what makes it possible to reach things at your site from outside — a VPN back to the office, remote access for people working from home, a mail or application server, or a firewall rule that only permits your office. Dynamic addresses change without warning and break all of it. It's a small detail that quietly determines what you can and can't do later.
